Introduction of Punjab Board of Revenue
The Punjab Board of Revenue is a very important department
of Government of Punjab. The Punjab Board of Revenue responsible for land
revenue administration, land record management, and regulation of land related
matters. The BoR also responsible the collection of land taxes, settlement of
land disputes, and maintenance of accurate land records to ensure transparency
and efficiency in land dealings. The Punjab Board of Revenue plays a pivotal
role in rural development, implementing Government policies related to land use
and agricultural reforms. The Punjab Board of Revenue also manages land revenue
courts and provides administrative support to district level revenue offices.

The Punjab Board of Revenue (BoR) in Pakistan is actively
engaged in various projects to improve land management, revenue collection, and
governance in the province. Some of the current and recent initiatives include:
The PULSE Project (Punjab
Urban Land Systems Enhancement) is an initiative by the Punjab Land Record Authority (PLRA), designed to
enhance land record management and improve urban land systems in Punjab. The
project is part of broader efforts to modernize land administration, improve
urban planning, and streamline services for citizens, particularly in urban as
well as ruler areas.
Under this project Punjab Land Record Authority under the umbrella
Punjab Board of Revenue, develop the Digital Land Records and Cadastral Maps of
all area of Punjab province. The Digital Land Records and Cadastral Maps all
the Authorities include of Punjab in this project.
To meet the requirements of Digital Land Records and
Cadastral Mapping Punjab Board of Revenue decided that all the joint khata/khewat
are partitions according to land owner. Before
this project Punjab Board of Revenue collect fee for this purpose. Any one or
all joint khata submit an application to Revenue Officer concern under section
135 of Punjab Land Revenue Act 1967. Now The Punjab Board of Revenue exempt the
fee application submit under section 147 of Punjab Land Revenue Act 167. Which is
as under:
147- Affirmation of partition privately effected.– (1)
In any case in which a partition has been made without the intervention of a
Revenue Officer, any party thereto may apply to a Revenue Officer for an order
affirming the partition.
(2) On
receiving the application, the Revenue Officer shall enquire into the case, and
if he finds that the partition has in fact been made, he may make an order
affirming it and proceed under sections 143, 144, 145 and 146, or any of those
sections, as circumstances may require, in the same manner as if the partition
had been made on an application to himself under this Chapter.
Partition in land revenue refers to the division of land
between co-owners or joint tenants, typically in response to a dispute or
mutual agreement. It involves the apportionment of both the land and the
associated revenue liability, which is the tax or fee owed to the government.
When land is partitioned, each party is given a distinct portion of the
property, and their share of the land revenue is adjusted accordingly. The
process ensures that each individual is responsible for the land tax
corresponding to their share of the property, allowing for clearer ownership
and easier management of the land.
After completing this
project 99% cases of possession in Civil Court being address and every person
knows about its property because the Government of Punjab shift the hole
systems on it.
